The county is small enough to drive across and varied enough that the right roof is not the same in all of it.
At the east end, Washougal and the gorge-facing hillsides of Camas take wind that the rest of the county does not, so we spec heavier wind-rated shingles and nail to a tighter pattern there. In the north, under the fir canopy around La Center, Hockinson and Amboy, the problem is shade and debris rather than wind - moss, loaded gutters, and roofs that never fully dry. Above Battle Ground the ground opens up and exposure returns. And through the lowland neighborhoods, the deciding factor is usually just age: whether the house is on its first roof, its second, or its third.
The permitting varies as much. Seven cities run their own building departments and everything unincorporated goes through Clark County Community Development. The requirements are not identical, and an answer that applies in Camas does not necessarily apply four miles away. We pull permits in all of them regularly and confirm which covers your address before anything else.

Each incorporated city runs its own permit office. Vancouver, Camas, Washougal, Battle Ground, and Ridgefield typically permit same-trade re-roofs within a few business days. Clark County (which handles all unincorporated addresses) is also typically a few business days for re-roof. Plan-review work (additions, structural decks) takes longer everywhere - usually 2-4 weeks regardless of jurisdiction.
Are Clark County roofing prices consistent across the county?
Per-square pricing for materials and labor is consistent - we charge the same shingle rate in Vancouver, Camas, or Yacolt. Total project pricing varies because the housing varies: bigger Camas hillside homes cost more than smaller Hazel Dell tract homes simply because there are more squares to roof.
